Phase I ESA Reports

The purpose of a Phase I ESA is to determine the likelihood of hazardous

substances or petroleum products being present that could result in a future

liability. It might involve an existing release, a past release, or the possibility

of a future release that could have an impact on soil, groundwater, surface

water, or structures on the property. Although a standard Phase I ESA

typically only addresses CERCLA liability, other environmental issues (e.g.,

asbestos, lead, radon, mold and wetlands) can also be included within the

scope of the assessment.


A Phase I ESA consists of four basic components:

1. A review of records and historical use information, including lists of

hazardous waste and underground storage tank sites, aerial photos, fire

insurance maps, property tax files, land title records, and topographical

maps.


2. A site reconnaissance to determine current and past uses and conditions

of both the property and adjoining properties


3. Interviews with owners / occupants of the property and local government

officials.


4. Preparation of a report summarizing the results of the assessment.

Eldon Associates follows the standard practice for conducting Phase I ESAs

as specified by the American Society for Testing and Materials (ASTM E

1527). We also follow special Phase I protocols developed by banks, law

firms, insurance companies, developers, franchisers, or other institutions.


Phase II ESA Reports

A Phase II ESA involves site sampling and analysis and its scope is site

specific. Eldon Associates has the resources and experience to conduct

sampling of soil, groundwater, surface waters, sediments, and other types of

solid and liquid materials (e.g., asbestos or drummed wastes). We follow

U.S. EPA sampling and analysis protocols.


Reports and Recommendations

Each site assessment concludes with a report that summarizes all activities,

findings, and information collected during the assessment. When requested,

we also provide interpretation and recommendations for further action.

Where further action is required, Eldon Associates can provide a scope of

work and cost estimate, as well as any further sampling, remediation, or

other necessary investigation.


Phase III Site Remediation

The Phase III ESA consists of site remediation preceded by a definition of

the scope of contamination, a site characterization, and a remedial design.
